Congress passed a resolution creating a national weather service on February 9, 1870, and it was signed into law by President Ulysses S. Grant. Fred Wildon Fickett was born in Dixmont, Maine, on August 29, 1857. Fickett graduated from Maine State College in 1880 with a Bachelor of Science degree. Fickett joined the U.S. Army Signal Corps in 1881 and received an appointment to Sitka, Alaska, arriving in September, 1882. Fickett was ordered to Portland, Oregon, in 1884.
