Dr. Ira M. DeLong was closely involved in the government of the city of Boulder, Colo. He was active in the establishment and operation of Boulder's city manager form of municipal government, which was somewhat of a novelty at the time. DeLong was president of a 23-member commission that drafted the city charter and constitution in 1917.
