This collection consists of materials of Rep. Philip Mastin, and is arranged in four series. The first series, legislation and correspondence (1969-75), consists of legislation (bills, analyses, correspondence) relating to land use. The second series, public hearings (1972-73), consists of speeches made at public hearings on land use and related issues. The third series, reports (1970-76), includes reports made by organizations, committees, and individuals on various land use related issues. The fourth series, policies (1972-76), contain the official statements of federal, state, and local governments, and special interests groups.

State Rep. Philip O. Martin, Jr. was elected to three terms representing the 69th District. The district includes the cities of Hazel Park, Ferndale, Huntington Woods, Pleasant Ridge, and Oak Park. Prior to being elected to his first term in 1970, he had been active in local politics. He had served on the Hazel Park City Council, Oakland County Board of Commissioners, and the Oakland County Democratic Commission. He did not run for re-election to the House in 1976.
