State Rep. Philip O. Martin, Jr. was elected to three terms representing the 69th District. The district includes the cities of Hazel Park, Ferndale, Huntington Woods, Pleasant Ridge, and Oak Park. Prior to being elected to his first term in 1970, he had been active in local politics. He had served on the Hazel Park City Council, Oakland County Board of Commissioners, and the Oakland County Democratic Commission. He did not run for re-election to the House in 1976. He wrote a monthly column in a local newspaper to keep his constituents informed of the issues.

Philip O. Mastin Jr., a Democrat from Hazel Park, served as a state representative from 197-76. During this time, he sponsored controversial land use legislation. He advocated the end of haphazard development, which was ruining one of Michigan's most valuable resources, its land. Land conservation supporters advocated the establishment of a state plan that would preserve land resources while infringing as little as possible on individual rights. The controversy over land use lasted for years and was not resolved before he left office. He position caused him to be unpopular with many business owners and a portion of his political constituency in Oakland County.
