Scrapbooks include newspaper clippings, cartoons, photographs, correspondence and other sundry items, primarily chronicling Gallagher's early political life from 1932 until 1937 while he was with the State Legislature and later the Pittsburgh City Council. Additional clippings document Khrushchev's visit to Pittsburgh while Gallagher served as interim mayor.

Thomas J. Gallagher worked as a handler for the United States Glass Company for thirty years. His involvement with the Glass Workers' Union prompted a career in politics beginning with a Republican seat in the Pennsylvania House of Representatives, The Pittsburgh City Council, and finally interim mayor of Pittsburgh. David Leo Lawrence was born in Pittsburgh, Pa., on June 18, 1889, and was educated at the University of Pittsburgh. Lawrence's career in politics saw him serve as Secretary to the Commonwealth of Pennsylvania under Governor George Earle from 1934-1939.
