Thomas J. Gallagher worked as a handler for the United States Glass Company for thirty years. His involvement with the Glass Workers' Union prompted a career in politics beginning with a Republican seat in the Pennsylvania House of Representatives, The Pittsburgh City Council, and finally interim mayor of Pittsburgh. Gallagher fought to have legislation passed to improve conditions in "company towns" and to eliminate abuses of women and children in sweatshops.
