Message written at Concord, Mass., June 5, 1764, by Massachusetts governor Francis Bernard, addressed to the province's Council and House of Representatives, containing proposals for the settlement of conflicts between the Norridgewock, Penobscot, and Passamaquoddy Indians residing in the "eastern country" (now Maine) and white settlers and hunters moving into the region.
