Correspondence, essays, reports, and manuscripts relating to his work in the U.S. Bureau of the Budget during World War II, his work in developing teacher training and teacher education, and research notes and manuscripts of his work on American government. Morrison served as a member of the Government Faculty at Dartmouth from 1945 to 1955, serving as Dean of the Faculty for a portion of that time. In 1955, Morrison was appointed first provost of the College.

The celebration of the 150th anniversary of the decision of the U.S. Supreme Court in the Dartmouth College Case was held on April 9, 1969, in the Court of Claims, Washington, D.C.; the celebration also commemorated the career of Daniel Webster, the advocate who defended the case before the Supreme Court. The records were created and accumulated in 1941 by Eric H. Biddle on behalf of his mission, sponsored by the American Public Welfare Association, to study public welfare conditions and activities in Great Britain under the heavy aerial bombardment of that country. During the mission Mr. Biddle was appointed as Foreign Observer for the Bureau of the Budget, attached to the United States Embassy in London.
