Correspondence concerns transition between Civil Service Commission and Department of Personnel as the commission converted from a personnel agency to a regulatory body, approving and overseeing compliance with personnel system rules; assisting in departmental policy development; and adjudicating appeals. The correspondence discusses employee status; exemptions and politics; agency exemption reasons; training; salary scales; proposed Personnel Code amendment explanations; federal grant availablity; presidential salary freeze order effects; position classifications; and Department of Personnel director qualifications. Also included are letters to the Governor concerning forty-hour week for prison guards; pending legislation (e.g., overtime pay); and unpaid volunteers on personnel grievance panels.
