Certification of March 4, 1681 by Juan Bruno Tello de Guzmán, assistant accountant of the Casa de Contratación in Seville, Spain, of a provision issued by Charles II on Feb. 29, 1560, offering amnesty to those guilty of illegally exporting precious metals and stones from Spain's New World colonies.
