The Supreme Court of Appeals was created by an act of the General Assembly passed during its May 1779 session. The new court's antecedent was the General Court, which after it was reestablished under the constitution of 1776, shared appellate jurisdiction while the supreme court was restricted to civil cases, but the state constitution adopted in 1851 abolished the General Court. Theodore Roosevelt Dalton was born 3 July 1901 in Carroll County, Virginia, the son of Currell and Lodoska Maritn Dalton. he received his B.A. from the College of William and Mary as well as his law degree. Dalton was Commonwealth's Attorney for Radford, Virginia and state senator from 1944-1960. He was the Republican Party candidate for governor in 1953 and 1957.
