Thomas Cochran, Jr., was born July 31, 1843, in Brooklyn, New York. He was the fourth of seven children of James Blair Cochran (1799-1858), who immigrated in 1819 from Kirkcudbright, Scotland, and Catherine Baylis (1816-1849). In 1852 Cochran attended the City Academy of Brooklyn, then graduated from the Brooklyn Polytechnic School (1859). He then entered New York University and was awarded his degree June 15, 1863.
