William Hammatt Davis (1879-1964) was born in Bangor, Maine, the son of Owen Warren Davis and Abigail Gould. After graduating from high school in 1896, he moved to Washington, D.C., to work for his brother, A. G. Davis, in the patent department of General Electric. While in Washington, D.C., he attended the Corcoran Scientific School and graduated from the George Washington University Law School in 1901. The National War Labor Board, a tri-partite body established in 1942 by President Franklin D. Roosevelt, was charged with acting as an arbitration tribunal in labor-management dispute cases, thereby preventing work stoppages which might hinder the war effort.
