The collection contains papers generated by Michael's service in the Virginia State Senate. Each group generally contains correspondence, memoranda, reports, drafts and revisions of bills, and pertinent research material. There are also some files of general constituents' mail, information on Albemarle and Fluvanna counties, and schedules, speeches, and other material about personal and political activities. Of special interest are papers from his work on the executive committee of the Council of State Governments. Major committees and commissions represented include the Virginia Advisory Legislative Council, the Virginia Revenue Resources and Economic Study Commission, the Virginia Code Commission, the Virginia Crime Commission and Senate committees on claims, education, courts of justice, finance, and health. Among the topics of interest are state and local finances and revenue raising, conservation, reorganization of the judicial system, criminal rehabilitation, and the establishment of a criminal information network, aid to education, revision of the Virginia code of laws, the Virginia budget, drug abuse, eminent domain, no-fault insurance, regulation of developers and contractors, and public utilities and energy sources.
