This collection is organized into 10 series, each representing a function of the Port Authority of Allegheny during Palmer's tenure. Series I contains meeting minutes, reports, correspondence, subject files, newspaper clippings, and speeches of the PAT Board from 1963-1973. Records associated with the Port Authority's transportation programs are located in Series II. Series III contains the information used for the transportation programs which are in the form of railway studies. The Port Authority used reports created by engineering companies to guage various transit projects. The blueprint of the Early Action Program was created by the Parsons, Brinckerhoff, Quade, and Douglas in 1967. It was an up-to-date rapid transit study that outlined a 60-mile wide rapid transit network. This details the first phase of the Early Action Program, which combines the Transit Expressway, PATways, and Rail Improvements. This report and others are located in Series IV. Records associated with the Port Authority's involvement with hearings and court cases are located in Series V. Series VI contains financial records of the Port Authority from 1968-1975. Contracts between the Port Authority and engineering companies can be found in Series VII. Series VIII contains various publications on rapid transit and railways collected by Palmer from 1965-1975. Maps of rapid transit routes and busways in Allegheny County and Pittsburgh are located in Series IX. Series X consists of Palmer's tabulation of important events in Allegheny County, the United States, and the World from 1942-1963.

Charles Day Palmer, Jr. (b. Feb. 20, 1902, Chicago, Ill.-d. June 7, 1999, Washington, D.C.), U.S. Army general, graduated from West Point in 1924. When the U.S. entered World War II, he was stationed in the British West Indies working on anti-submarine warfare projects, and in 1944 served as chief of staff, 2nd Armored Division, in Europe, participating in the Normandy invasion.
