Robert Broughton, a Duquesne University Law Professor, actively participated in environmental conservation and air pollution control issues in Allegheny County. He joined Duquesne University in 1966 and became a full professor three years later. Broughton chaired the Allegheny County Board of Air Pollution Appeals and Variance Review, April 1970 - February 1973.
