RG 87-131 contains correspondence, court case papers, newspaper clippings, the text of a speech, and formal questions for a commissioner-designate. Examples of subject matter in the correspondence include a survey of financial interests of various race tracks, the approval of racing officials, the appearance of William S. Ballenger before the Detroit Sports Broadcasters Association, and the need for teamwork within the Commission. Three of the court cases relate to William S. Ballenger suing to retain his job as racing commissioner. The other cases are a divorce case and an indictment against Tundo and Associates for administering drugs to race horses. The file on Horsemen's Alliances, Inc. is the statement of incorporation for Michigan Horsemen's Alliance. The bulk of the newspaper clippings come from the Detroit News and the Detroit Free Press. Weekly Track Topics is also included in the clippings. The articles relate to horse racing, Ballenger's suit to keep his position, and articles of general interest. The purchase agreement is between the Detroit Racing Association and L.G. Acquisitions Corporation of Delaware for the purchase of some Detroit race tracks. The questions for commissioner-designate William Calahan are written out here, but his replies are not included. Vince Doyle's speech was made on the occasion of the 50th anniversary of Pari-Mutual Horse Racing in Michigan. The tribute to William S. Ballenger was a resolution passed by both the House and Senate in 1985.

William S. Ballenger III was born in Flint, Mich. on Mar. 28, 1941. He graduated from Princeton University, magna cum laude, in 1962. He then returned to Michigan and served as the Republican State Central Committee's Director of Research and then as Chairman of the Shiawassee County Republican Party.
