George W. Willis Jr. was born in 1882 in Salt Lake City, Utah. In 1902 to May 1905 served a mission to Great Britain. He married Kathryn Annette DuChene in 1912 in Portland, Oregon. Fox graduated from Harvard College (1834) and Harvard Law School (1837). He practiced law in Portland (1837-1863) and was appointed associate justice of the Maine Supreme Court (1862-1863).
