Aviator and organizing founder in 1955 of the Whirly-Girls International, an international organization of women helicopter pilots. A native of Washington, D.C., Phelan trained with the Women Airforce Service Pilots and served in Capri, Italy, with the American Red Cross during WWII. On December 2, 1905, Mrs. Tunis G. Bergen brought together a group of Brooklyn residents at the Barnard Club House on Remsen Street to form New York City's first borough-based Red Cross organization.
