Interview covers Mr. Betts' terms as State Treasurer of California during Governor Edmund G. Brown, Sr.'s administrations, 1958-1962. He focuses on history of the State Treasurer's office including background on the office, programs and bond sales, increase in bond sales in the 1960s, and modernization of office procedures. Interview concludes with discussion of State Treasurer's office in the late 1980s and reflections on growth of the office under State Treasurer Jesse Unruh.

Bert Betts, a certified public accountant, was elected as state treasurer in 1958. He served until 1966. While in office, the issuing of California bonds increased greatly and he marketed nearly .5 billion in bonds including the .75 billion in California State Water Project Bonds.
