Bert Betts, a certified public accountant, was elected as state treasurer in 1958. He served until 1966. While in office, the issuing of California bonds increased greatly and he marketed nearly

.5 billion in bonds including the

.75 billion in California State Water Project Bonds. He is the author of two publications, "A Decade of Fiscal Responsibility" (1967) and "A Citizen Answers" 1972).
