The Committee for Industrial Organization was formed by the presidents of eight international unions in 1935. The presidents of these unions were dissatisfied with the American Federation of Labor's unwillingness to commit itself to a program of organizing industrial unions. Carl A. McPeak was an organizer and an official in the Oil Workers' International Union in Oklahoma during the depression. From 1936 to 1956 he held various positions in the CIO including state director for Texas, 1950-1953. After the AFL and CIO merged in 1956 McPeak held various positions with the AFL-CIO.
