Kirwan came to Australia in early 1890's and to W.A. in 1895 where he entered into partnership at Kalgoorlie with the proprietors of The Western Argus Weekly and The Kalgoorlie Miner daily newspapers. He took over editorial control of both papers and wielded considerable political power. He was elected to the first Federal Parliament (1901-1903) and was a member of the W.A.
