Elliot has entitled his autobiography "The Auto-biographies of B.K.E." and covers the years from his birth in 1900 to his retirement in 1969. The early portions of the autobiography give an excellent description of Indianapolis from 1900 to 1918.

Elliot was born in Indianapolis in 1900. He was president of the Shortridge High School class of 1917, served in World War I, and took his law degree at Indiana University. He practiced law in Indianapolis, and served as the Chief Deputy Prosecuting Attorney for Marion County, 1923-1925, Assistant Attorney General of Indiana, 1925, and as Judge, Superior Court of Marion County, 1926-1929.
