Born in New Orleans, La., Charles Tessier served as a clerk under four Spanish governors prior to the cession of Louisiana to the United States. He was subsequently appointed notary public of New Orleans. In 1812 he received the appointment of a captain of the infantry by U.S. President James Madison. Philip Hicky was the son of Daniel Hicky, a planter in the District of Manchac, West Florida, Louisiana. Philip Hicky operated several large plantations including Hope Estate Plantation. As captain of cavalry in the Spanish militia, he was active in the West Florida Rebellion (1810). During the War of 1812, he served as a colonel in the 11th Regiment, Louisiana Militia.
