Born in New Orleans, La., Charles Tessier served as a clerk under four Spanish governors prior to the cession of Louisiana to the United States. He was subsequently appointed notary public of New Orleans. In 1812 he received the appointment of a captain of the infantry by U.S. President James Madison. He later served as judge of East Baton Rouge Parish from 1815 to 1845.
