The Wisconsin State Legislature created the board in 1871 to coordinate operations at state institutions. The board had no powers except to inspect, visit, and make recommendations for changes; the institutions were governed by independent authorities. The board was eliminated in 1891, when it merged with the State Board of Supervision of Wisconsin Charitable, Reformatory, and Penal Institutions (WIHV87-A1267) to create the State Board of Control (WIHV85-A2106).
