This is an account of the author's travels to Manchuria, Japan and China with other Commission members representing the League of Nations to inquire into various military aspects of Sino-Japanese tensions. Interviews with military officials and photographs of the journey are included.

William S. Biddle was a United States Army officer who was an aide of diplomat Frank McCoy and served with the Lytton Commission investigating the Manchurian Incident of 1931. He also served in World War II in the North African campaigns and the European Theater of Operations and was senior advisor to the Japanese Self-Defence Force, Korean Armistice Commission.
