Reba Lou Keele was born in Emery, Utah on April 28, 1941. She received an Associate's degree from the College of Eastern Utah, B.A. and M.A. degrees from Brigham Young University, and a Ph. D. in Rhetoric and Public Address and Educational Psychology from Purdue University. She went on an LDS mission to France in 1965 and married T. Lee Burnham in 1968.
