The FBI created this classification in July 1953 when it reinstituted its informant program in defense related manufacturing plants and Strategic Air Command bases. Informant case files were placed in this classification until the Plant Information Program was terminated in 1969 and PROSAB Program in 1971.

The FBI established this classification when it assumed responsibility for ascertaining the protection capabilities and weaknesses of defense plants. Each plant survey was a separate case file, with the survey, supplemental surveys, and all communications dealing with a plant insofar as plant protection was concerned, filed together.
