Benjamin Shambaugh was born in Elvira, Iowa. He received degrees from the University of Iowa and the University of Pennsylvania. He married Bertha M. Horack in 1897. From 1895 until 1940 Shambaugh was a professor of political science at the University of Iowa, chairing the department from 1900 to 1940. Philip Guedalla was born on 12 March 1889 in London. He received his education from Rugby School and Balliol College Oxford, where he became President of the Oxford Union in 1911. Between 1913 to 1923 Guedalla served as a Barrister at the Inner Temple, London. During the First World War, 1914-1918, he served as a legal adviser to the Contracts Department of the War Office and Ministry of Munitions.
