This series consists of correspondence, reports, telegrams, agendas, and various publications regarding colleges, universities, schools, hospitals, and other institutions funded by the State of Alabama. The majority of the files provide information on the colleges and universities in the state. In addition to the two largest institutions, the University of Alabama and Alabama Polytechnic Institute in Auburn, the files include the state-maintained Alabama College in Montevallo; A ? Tuskegee Institute; and the State Teacher colleges at Florence, Jacksonville, Livingston, and Troy. These records also contain information on the state hospitals for patients with mental illness. The files include letters from patients and relatives of patients regarding conditions at the hospitals or whether or not an individual needed to be a patient in one of the hospitals. Other state institutions documented in this series include Alabama Medical College, Alabama Institute for Deaf and Blind, Alabama Boys Industrial School, Alabama State College for Negroes, Alabama School of Trades, Partlow State School for Girls.

James E. Folsom was born 1908 Oct. 9 to Joshua Marion and Eulala Cornelia Dunnavant Folsom in Farmer's Academy, Coffee County, Ala. When he was two the Folsom family moved to Elba.
