Disposition Authorities for Individual Classifications for Headquarters Case Files. Part B: Classification 141. False Entries in Records of Interstate Carriers.

This classification covers investigations involving the falsification or destruction of the records of certain interestate carriers including buses, pipeline companies, and telephone, telegraph, and radio companies. This classification is also used in cases where Interstate Commerce Commission employees unlawfully divulge information obtained during their inspections of businesses the Commission regulates. Classification 141 was established in 1953 when Classification 71, Bills of Lading Act, was split into seven new classifications. False entry violations are frequently coupled with more serious violations such as theft from interstate shipment.

The FBI established this classification when it assumed responsibility for ascertaining the protection capabilities and weaknesses of defense plants. Each plant survey was a separate case file, with the survey, supplemental surveys, and all communications dealing with a plant insofar as plant protection was concerned, filed together.
