The FBI opened this classification in 1954 for investigations of frauds involving Federal housing agencies including such matters as the making of false statements on loan applications and the illegal taking out of second mortgages on federally-assisted housing. FBI investigative activity began at the request of the Federal Housing Administration and continued after the establishment of the Department of Housing and Urban Development in 1965.

The FBI established this classification when it assumed responsibility for ascertaining the protection capabilities and weaknesses of defense plants. Each plant survey was a separate case file, with the survey, supplemental surveys, and all communications dealing with a plant insofar as plant protection was concerned, filed together.
