Disposition Authorities for Individual Classification for Headquarters Case Files. Part B: Classification 131. Admiralty Matters.

The FBI established this classification in 1950 for investigations conducted at the behest of the Department of Justice's Civil Division in connection with litigation arising from accidents involving ships and waterways, usually when the U.S. is the defendant. The FBI will not investigate if another agency has conducted an investigation for trial purposes. Justice has rebuked the FBI in the past for questioning witnesses on bothg sides before a trial.

The FBI established this classification when it assumed responsibility for ascertaining the protection capabilities and weaknesses of defense plants. Each plant survey was a separate case file, with the survey, supplemental surveys, and all communications dealing with a plant insofar as plant protection was concerned, filed together.
