Disposition Authorities for Individual Classifications for Headquarters Case Files. Part B: Classification 137. Criminal Informants.

The FBI established this classification in 1953 to provide better control over the time and accomplishments related to the use of criminal informants. Prior to that date, such information was filed in classifications 62 and 66. The FBI has used criminal informants since its inception to help solve cases and make arrests. The program expanded greatly after World War II. Since the break-in at the Media, Pa. Resident Agency in 1971, all criminal informant cases in all offices were placed in separate, secure file rooms and all indices filed in separate indices. To further protect informant identities, Headquarters stopped using this classification in 1976. Information now is filed in classifications according to the nature of the information. In 1977 the Attorney General issued new guidelines on the development and use of informants.

The FBI established this classification when it assumed responsibility for ascertaining the protection capabilities and weaknesses of defense plants. Each plant survey was a separate case file, with the survey, supplemental surveys, and all communications dealing with a plant insofar as plant protection was concerned, filed together.
