The Sayre papers consist of speeches Morris Sayre gave on behalf of the National Association of Manufacturers. Most of these addresses were designed to build public opposition to the New Deal and the activist state which developed during the 1930s and 40s. These speeches reflected N.A.M.'s position on free enterprise and the relationship between business and the state.

Morris Sayre was born in Montrose, Pennsylvania, on November 27, 1885. His father was an iron foundry operator. The younger Sayre graduated from Lehigh University with a degree in Mechanical Engineering. His first job was with the Corn Products Refining Company of Granite City, Illinois. He remained with the firm until his retirement in 1950. He was named vice president in 1928 and president in 1945.
