Letter concerning powers of the governor addressed to the governor of Pennsylvania, Sir William Keith, from Robert Turner and other residents of the colony, 5 November 1699 or 1700; charter of the borough of Chester, signed by William Penn on 31 October 1701; and a letter, 13 December 1725, from Keith to James Logan, in which Keith addresses issues discussed in Logan's paper, "The Antidote," relating to powers granted the governor by the Royal Charter.

James Logan, colonial statesman and scholar, became William Penn's secretary and emigrated to Pennsylvania in 1699. Logan was later appointed Penn's financial agent in the colony and adviser for his descendants. During the next forty years, he held various positions in the colonial government including secretary of the province, clerk of the Provincial Council, and numerous other executive and judicial posts.
