The FBI established this classification in 1958 to investigate violations of 15 U.S.C. 1221-14 (P.L. 930). The Bureau has limited responsibility in this area. The Department of Commerce drafts and publishes commercial standards and regulations. The Bureau undertakes investigations only after a formal complaint and after discussion with a U.S. attorney.

The FBI established this classification when it assumed responsibility for ascertaining the protection capabilities and weaknesses of defense plants. Each plant survey was a separate case file, with the survey, supplemental surveys, and all communications dealing with a plant insofar as plant protection was concerned, filed together.
