Disposition Authorities for Individual Classifications for Headquarters Case File. Part B: Classification 142. Illegal Use of Railroad Pass.

This classification covers investigations of the unlawful use of rail, air or bus passes to aviod payment of fares as well as the use of such passes to obtain favors. Prior to the establishment of the classification in 1953, classification 71, Bills of Lading, was used for this type of investigation. This classification originally was intended to prevent the use of passes to influence politics and freight rate setting.

The FBI established this classification when it assumed responsibility for ascertaining the protection capabilities and weaknesses of defense plants. Each plant survey was a separate case file, with the survey, supplemental surveys, and all communications dealing with a plant insofar as plant protection was concerned, filed together.
