WEAL was founded in 1968 by a group of professional women, mostly lawyers, in Cleveland, Ohio, who originally hoped to begin a NOW (National Organization for Women) chapter. Realizing NOW's agenda would not garner widespread support in Cleveland, they began their own group and limited their concerns to education, legislation, and the economic rights of women. The idea for the organization was developed by the Minnesota Division of the Women's Equity Action League in response to the settlement of a complaint brought against thirty-one Minnesota school districts regarding sex equity in personnel practices, and to monitor school districts' compliance with the Title IX law, which outlawed discrimination against girls in educational programs or activities receiving federal funding.
