Margaret Bradshaw Batchelor was born in Pittsburgh, Pennsylvania in 1906 and graduated from Smith College in 1929. In 1931, she married Dr. Leslie Kober (1902-1981) of Phoenix, Arizona. Margaret Kober became the first woman elected to the Phoenix City Council in 1950 as part of a campaign to reform city government that also included Barry Goldwater. She served until 1956.
