In 1948 Smith joined the Office of Naval Research as a mathematician, and later became head of the Computer Systems and Applications Branch of Naval Ship Systems Command. He edited the Digital Computer Newsletter form 1949 until 1954, and served on the Conference on Data Systems Languages executive committee from 1959 to 1960. The original "Survey of large-scale computers and computer projects" was published by the Office of Naval Research in 1947 and 1948. It was revised and updated in 1950 under the title, HIGH-SPEED COMPUTING DEVICES (New York: McGraw-Hill, 1950).
