This series consists of various speech drafts, statements, and writings by Marx Leva, both published and unpublished. Many of the speeches were given in the course of Leva's work in the Defense Department. Most of the writings are historical in nature, and many pertain to the life and career of James Forrestal.

James Vincent Forrestal (February 15, 1892 – May 22, 1949) was the last Cabinet-level United States Secretary of the Navy and the first United States Secretary of Defense. Forrestal came from a very strict middle class Irish Catholic family. He was a successful financier on Wall Street before becoming Undersecretary of the Navy in 1940, shortly before the United States entered the Second World War. Marx Leva (1915-1997) was a lawyer and Special Assistant to the Secretary of Defense from 1947 to 1948. From 1948 to 1949, Marx served as the General Counsel for the Department of Defense, and from 1949 to 1951, served as Assistant Secretary of Defense. Marx was a member of the U.S. President's Committee to Study the Military Assistance Program (Draper Committee) from 1958 to 1959.
