Eisenhower by the President's Advisory Committee on a National Highway Program, commonly called the Clay Committee after its chairman General Lucius D. Clay, Sr. The series contains correspondence, hearings, memoranda, reports, mailing lists, lists of people appearing at Committee hearings, an address file of correspondents, testimony, hearing summaries, and press releases. The series includes correspondence with President Eisenhower.

Lucius DuBignon Clay (1897-1978) was born in Marietta, Georgia, the son of U.S. Senator Alexander Stephen and Sarah (Francis) Clay. After graduating from West Point in 1918, he commissioned in the Army Corps of Engineers. From 1937 to 1938, he was chief engineer under General Douglas MacArthur in the Philippines.
