Herbert H. Carey had a lengthy mid-twentieth-century career as a personnel administrator and consultant. By 1922 Carey was an assistant to the personnel director at Western Electric Company. He remained with Western Electric's Personnel Department until the late 1940s, when he became a consultant in the Philadelphia area. The Western Electric Company was a subsidiary of the American Telephone & Telegraph Company. The firm manufactured a wide variety of telephone equipment at its Hawthorne Works in Chicago, Illinois.
