Herbert H. Carey had a lengthy mid-twentieth-century career as a personnel administrator and consultant. By 1922 Carey was an assistant to the personnel director at Western Electric Company. He remained with Western Electric's Personnel Department until the late 1940s, when he became a consultant in the Philadelphia area. His consulting clients appear to have included Leeds and Northrup Company and Electric Service Manufacturing Company.
Carey contributed to the development of the field of personnel management during his career. He published an article entitled “Consultative Supervision” in the United States Chamber of Commerce magazine Nation’s Business in April 1937 (Volume 25, Issue 4, p. 44). This was followed in 1942 by “Consultative Supervision and Management” in Personnel, a publication of the American Management Association.
