Stutz was born in a sod house in Ness County, Kansas on January 1st, 1893 to Valentine C. and Susan (Oetzel) Stutz. He attended the University of Kansas between 1916-1919. Before finishing college, Stutz enrolled in officer training school in Leavenworth, Kansas and served as an Infantry One Pounder Gun Divison Instrucutor.
