Stutz was born in a sod house in Ness County, Kansas on January 1st, 1893 to Valentine C. and Susan (Oetzel) Stutz. He attended the University of Kansas between 1916-1919. Before finishing college, Stutz enrolled in officer training school in Leavenworth, Kansas and served as an Infantry One Pounder Gun Divison Instrucutor. He resigned his commission as 1st Lieutenant to finish college at the University of Chicago. Stutz served as executive director of The League of Kansas Municipalities (1920-1955), International City Managers Association (1922-1929), American Municipal Association (1924-1931), Kansas Emergency Relief Committee (1933-1937) and Kansas State Department of Social Welfare (1933-1937). He married Gertrude Edith Griffin of Kansas City, Missouri on September 1, 1921 and had two children, Alan Griffin Stutz and Richard G. Stutz. John G. Stutz died on March 30, 1994 at the age of 101.

Kansas Homestead Rehabilitation Corporation: Established 1934 as a subsidiary of the Kansas Emergency Relief Committee to receive federal grants from the Federal Emergency Relief Administration to be used with local funds to give relief to the needy. Succeeded by the Works Progress Administration Kansas office.

John G. Stutz was born in 1893 in Ohio Township, Kansas to Valentine and Suzie Stutz. Stutz entered Kansas University in 1916, leaving the following year to serve in the United States Army during WWI. He returned to Kansas University in 1919 and began researching city management. Stutz enrolled in the University of Chicago for his final year of college, graduating in 1920, with a Ph.B in Political Science and Sociology.

Stutz began his long career in city management in 1920 as executive director of the League of Kansas Municipalities, a position he held until 1955. Stutz was also an assistant professor at Kansas University (1920-1922), and executive director of the International City Managers Association (1922-1929). He served as executive director of the American Municipal Association (1924-1931), and became president of that organization in 1935. In 1957, Stutz was elected to the office of Commissioner of Finance and Revenue of Topeka, Kansas.

Stutz compiled several volumes of autobiographical and genealogical material, Stutz and Oetzel Family Genealogies (1986), and Planning a Farm Boy to be a City Manager (1987). He also published a volume of essays, Civil Government Editorials (1987).

John G. Stutz married Gertrude Edith (Griffin) Stutz in 1921. The couple had two children, Alan Griffin Stutz and Richard G. Stutz.
