A Professor of Political Science at the University of Connecticut from 1971 to 1984, Seidman was involved with the creation of the Marshall Plan and the development of the European Recovery Corporation under President Truman. He played a major role in the passage of the St. Lawrence Seaway Project, testified on the admission of Alaska and Hawaii into statehood and on the government's role towards the territories of Guam, Puerto Rico, the Panama Canal and Ryker Island.

In 1973, the United States Congress passed the Rail Reorganization Act, establishing the United States Railway Association (USRA) to develop a plan for a Consolidated Rail Corporation (ConRail), charged with planning and financing the reorganization of bankrupt railroads in the Northeast and Midwest. In 1917 the university established the Brown War Records Bureau, whose intention was to "collect and preserve a record of all Brown men who are serving in the present war". Brown faculty, students and alumni who were in the military were asked to fill out a small card called "Are you in the war?" and to send original letters, clippings or photographs which "have any bearing on the service of Brown men in the war."
